The Naval Supply Systems Command Fleet Logistics Center Norfolk is seeking to award up to seven firm fixed-price indefinite-delivery/indefinite-quantity contracts for commercially available integrated voice services delivered through central office-based dial tone facilities to support defense activities across seven critical U.S. Navy installations, including NAS Key West, NAVSTA Great Lakes, NAVSTA Norfolk, JEB Little Creek, NSA Mechanicsburg, NSA Philadelphia, and PNYA Philadelphia. The requirement centers on replacing legacy Time-Division Multiplexing (TDM) telephony systems with a modern, Internet Protocol (IP)-based solution, with Voice over IP (VoIP) as the preferred architecture, supporting approximately 19,773 endpoints with essential features such as local and long-distance dialing, Voicemail, Caller ID, E911, Call Waiting, Call Transfer, Call Forwarding, Three-Way Calling, Direct Inward Dialing, and Direct Outward Dialing. Specific integration requirements include seamless compatibility with primary and secondary crash alarm systems at NAS Key West. The contract spans a five-year base period from February 1, 2027, through January 31, 2032, with a six-month option period extending through July 31, 2032. All offerings must comply with DoD Moderate Impact FedRAMP Authorization to Operate and safeguard Controlled Unclassified Information processed through the network, including Call Detail Records. Offerors must also ensure their solutions meet stringent security and compliance mandates, including prohibitions on using equipment or services sourced from the Russian Federation or the Maduro regime, and must not provide covered defense telecommunications equipment or services. Proposals must be submitted electronically in five clearly delineated volumes: Technical Approach, Past Performance, Small Business Participation Plan, Price, and—only for non-small businesses—a Small Business Subcontracting Plan. Technical proposals must demonstrate understanding of the Performance Work Statement, particularly sections 3.0 and 4.0, and will be evaluated most heavily, followed by Past Performance, Small Business Participation, and Price—with Non-Price factors considered significantly more important than Price. Past Performance will be assessed based on recency (within five years), relevancy to the scope and magnitude of this effort, and an overall Confidence Assessment. Pricing must include fully burdened monthly rates and extended prices for each ordering period and the option, with CLIN A002 priced per seat per year and CLIN A003 as a one-time implementation fee.
