Solicitation N00383-27-Q-MA20 is a fixed-price request for the procurement of 31 units of PIVOT, SUPPORT (part number 1680-LL-B6O-A003) for the Department of Defense, managed by Navsup Weapon Systems Support. The item is designated as flight critical, meaning only Government-approved sources may be solicited. Delivery is required within 90 days on an FOB Destination basis, with inspection and acceptance occurring at the origin. The contractor must adhere to ISO 9001 quality management standards and strict military packaging and marking requirements, including MIL-STD-2073, MIL-STD-129, and MIL-STD-147 for palletization. The Government intends to make a single award based on a best-value determination where past performance is considered more important than price. Past performance will be evaluated using the DoD Supplier Performance Risk System (SPRS) to assess item, price, and supplier risk. Invoicing and payment must be processed electronically through the Wide Area WorkFlow (WAWF) system. The contract incorporates various regulatory requirements, including the Buy American Act, hazardous material identification per FAR 52.223-3, and cybersecurity safeguarding under DFARS 252.204-7012. This contract, issued under solicitation number N0010426QDA85 by the Navsup Weapon Systems Support Mech, requires the repair and restoration of a DISPLAY UNIT to "like new" or "A" condition, encompassing teardown, evaluation, inspection, and full repair using approved technical manuals and manufacturer specifications. The contract mandates a firm fixed price for the repair, with a required alternate quote for beyond repair or beyond economic repair status, and explicitly excludes shipping costs as the government will manage material transport through ATAC. All repaired items must be marked in compliance with MIL-STD-130 Rev N using Data Matrix symbology with enterprise identifier and serial number data elements, and packaged according to MIL-STD-2073-1 with specific levels for domestic and overseas shipments, including ISPM 15-compliant wood packaging and QPL-listed barrier materials. A 180-day option for increased quantity is includable, and the repair turn-around time, monthly throughput capacity, and induction expiration date must be specified in the quote, with the induction expiration not exceeding 365 days without bilateral agreement. The contract imposes stringent quality assurance responsibilities on the contractor, requiring adherence to all manufacturer specifications and government standards without reliance on sampling to excuse defective material. Inspection and testing must be fully documented and records retained for 365 days post-delivery, with the government retaining the right to perform inspections at any stage. The contractor must comply with a comprehensive set of federal and defense acquisition regulations including mandatory Cybersecurity Maturity Model Certification (CMMC) requirements, Buy American Act and Trade Agreements certifications, and restrictions on counterfeit electronic parts and hexavalent chromium. Payment is exclusively through the Wide Area WorkFlow system using an invoice and receiving report combo, routed via DoDAAC N00104, and all contractual documents are deemed issued upon electronic transmission. The procurement prioritizes past performance over price, using a trade-off evaluation method, and requires proof of authorized distributor status from the original manufacturer. The contractor must maintain compliance with all applicable DFARS and FAR clauses, including cybersecurity, subcontracting, trafficking in persons, and prohibited organizational conflicts, with all requirements flowing down to subcontractors. The point of contact for all inquiries is Julie E. Smith at the NAVSUP WSS office in Mechanicsburg, Pennsylvania.
