70--DOPPLER RADAR SYSTEM UPGRADE and ANALYZER W-700 REPLACEMENT

Sole Source Intent -W9124R09-T-1028- The United States Army Contracting Agency, Mission and Installation Contracting Command, Yuma Proving Ground (USAYPG), Yuma, Arizona, intends to award a firm-fixed price contract on a sole source basis to Weibel Scientific A/S Solvang 30, DK-3450 Allerod, Denmark,and Weibel Equipment , Inc., 44001 Indian Fields Court, Lansdowne VA 20176, pursuant to FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, and under the authority of 10 U.S.C. 2304(c) (1). The award consists of an upgrade to Doppler Radar System and must interface with an existing YPG hardware system for test data collection upgrading from MSL-60037 to MSL-120037i with options; OM-2124S, Oscillator Modul Low Noise, RTDS-2100, Real Time Data Storage, IC-2100 Rev 2.00 Instrumentation Controller, RTD-2100 Real Time Display, OM-2124D Oscillator Modul, RX Antenna Upgrade for OM-2124D, RTP-2100 W-2100 to RTP-2100 Upgrade, RTDS-2100 Real Time Data Storage, RTD-2100 Real Time Display, IC-2100 REV 2.00 Instrumentation Controller. System upgrade is fully compatible with existing radar systems, and will maintain the baseline compatibility characteristics identical physical dimensions for interchangeability, identical electronically in performance and standards, cabling compatibility and interface connections, identical software and hardware. Weibel is the only vendor that can complete the system upgrade compatibility with already existing Weibel system hardware/software for test data collection, and provide an Analyzer W-700 replacement upgrade with power supply PS-100g including 2 channels, 16 Mbyte, I/O: RS-422/RS-232/USB. The W-700 Processor replacement units and calibration equipment is only available at the Weibel Scientific, Denmark facility, and the obsolete W-700 Processors were procured directly from Weibel Scientific A/S, Denmark and are RDTE proprietary equipment. This action is solicited as unrestricted. Award of this requirement will be in accordance with Federal Acquisition Regulations (FAR) Part 12, Acquisition of Commercial Items, and Federal Acquisition Regulation (FAR) Part 13.5, Test Programs for Certain Commercial Items.
