The Federal Emergency Management Agency (FEMA) intends on issuing a Purchase Order, utilizing Simplified Acquisition/Commercial Items/Sole Source procedures to ViaSat, Inc. of Carlsbad, CA 92009. ViaSat, Inc. has been identified as the only secure provider of High Assurance Internet Protocol Interoperability communication network encryption equipment. ViaSat, Inc. is being solicited to provide the following services and equipment: CLIN 0001 AltaSec KG-350 ? Inline Network Encryptor with training & 3 yr hardware/software warrantee. Qty = 8 CLIN 0002 AltaSec KG-250 Single 1U Rack Mount Kit with Power Supply. Qty = 8. The NAICS code is 517910, Small Business Size is $13.5 Million, and this proposed procurement is unrestricted. This notice is not a request for competitive proposals; however, any received responses must be in writing. Electronic response is preferred to: jay.cohen1@dhs.gov. If an electronic response is not possible, send to the address shown above, ATTN: Jay D. Cohen/Bldg 413. The responses must be received no later than 03-29-2007, 15:00 Hrs EST. A determination by the Government not to compete this proposed requirement based on responses to this notice and other underlying factors is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The information submitted should contain adequate supporting documentation to allow the Government to make a determination as to whether or not a proposed Contractor is capable of providing the required goods. This notice also serves as a market research for possible small businesses that can provide the required goods. If no responses are received, the Government will proceed with the Sole Source contract.
