The Internal Revenue Service (IRS) has a requirement for Summation iBlaze software (stand alone license). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for this requirement; proposals are being requested and a written solicitation will not be issued. No solicitation document exists and requests for same will be considered non-responsive. This solicitation is issued as a Request for Quotes (RFQ) and the solicitation number is TIRNO-03-Q-00070. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-12. This procurement is a 100% small business set aside. The NAICS code is 423430. The Contract Line Item Numbers (CLINs) for this solicitation are as follows: CLIN 0001 - Summation iBlaze software (stand alone license); QUANTITY: 400. CLIN 0002 - iBlaze software (concurrent network license); QUANTITY: 100. The price for both CLINS will include one year to adjust mix of license types, also includes first year of maintenance for the system, including toll-free technical support and free version upgrades. Delivery terms are FOB Destination and the software is needed in Washington, DC. -- PROPOSAL PREPARATION: Offerors shall prepare proposals in accordance with FAR provision 52.212-01, Instructions to Offerors-Commercial, and shall include the following information with the technical portion: (1) Two "PAST PERFORMANCE" references that include names and phone numbers (2) A completed copy of the provision 52.212-03, Offeror Representations and Certifications'Commercial. Responses that do not contain this information will be considered non-responsive. -- EVALUATION: Offers will be evaluated in accordance with FAR Provision 52.212-2 with the following significant evaluation factors: (i) technical capability (the ability of the item offered to meet the Government's requirement); (ii) price; and (iii) past performance. The contractor will be required to comply with FAR clause no. 52.212-04, Contract Terms and Conditions--Commercial Items, in its entirety. Under FAR clause 52.212-05, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, the contractor shall comply under paragraph (b) with the following FAR Clauses: 52.219-14, 52.222-21, 52.222-22, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3, and 52.232-33.
