USACE, Engineer Research and Development Center (ERDC) Contracting Office intends to issue a sole source award to AASHTO, 44 N Capitol St. NW Street 249, Washington, DC 20001 for 6 Virtis Single Workstation licenses. This software package is industry standard, therefore, any other software package would cause data compatibility problems with the current database used by the Structural Engineering Branch (StEB). AASHTO is the only company capable of supplying the Virtis Software due to its proprietary nature. The Government intends to procure from only one source under the authority of FAR 13.106-1(b), Only One Source. This will be a commercial acquisition using simplified acquisition procedures per FAR 13. This is not a request for competitive proposals and no solicitation is available. All responsible sources may submit a capability statement, proposal, or quotation to the Contract Specialist by 11:00 AM CST, Thursday, February 24, 2011.
