The General Services Administration's Federal Technology Service plans to award a sole source contract to Electronic Data Systems (EDS) Corporation under FAR 6.302-1, allowing acquisition from only one responsible source. This contract involves a monthly usage fee arrangement for IT equipment to support a test and development environment for the U.S. Army Recruiting Information System (ARIS). The equipment will not become government property but will instead be provided under a usage fee. The arrangement is linked to an existing task order awarded to EDS in 2001, with the contract allowing termination by either party with a 30-day notice. The solicitation incorporates standard provisions and clauses in effect through Federal Acquisition Circular 05-04 and mandates compliance with annual electronic representations and certifications via the ORCA system. The contracting action is intended to acquire an equipment solution on a non-competitive basis, although interested parties may express their interest and capability by submitting information to the designated government contact by the specified deadline. This information will help determine whether a competitive procurement is necessary. The contract falls under NAICS code 334111 and is managed by the GSA's FAS Region 4 office in Atlanta, Georgia, with IT specialist contacts available for inquiries. The focus is on providing sufficient IT equipment to establish the required test and development infrastructure on a monthly fee basis, maintaining continuity with the prior task order awarded to EDS.
