The U.S. General Services Administration's Federal Technology Service plans to award a sole-source contract to MetaVR, Inc. under FAR 6.302-1 to provide proprietary 3-D software and related maintenance and licensing. This software will support the Soldier Battle Lab at the U.S. Army Infantry School in Ft. Benning, Georgia, specifically enhancing the Military Operations on Urban Terrain (MOUT) unit's battle simulations. The contract includes two annual maintenance licenses for MetaVR's VRSG software, which feature standard upgrades, technical support, and GIS layering protocol capabilities, as well as a GIS to DIS 3D Visualization ArcView Plugin. This plugin enables terrain database visualization with controllable linear and point feature layers, facilitating more realistic urban combat training scenarios. The solicitation, referencing FAR parts 12 and 13.5 and governed by provisions effective through Federal Acquisition Circular 05-03, excludes competitive bidding, as only MetaVR is considered uniquely qualified to fulfill the agency's requirements. Although this is a sole-source procurement, interested parties may submit information by the deadline to assist the government in determining the need for competitive acquisition. All responses must be sent via email to the designated IT Specialist, Eddie Mills, by the close of business on August 7, 2006. The acquisition falls under NAICS code 511210 and is managed by the GSA's Region 4 office in Atlanta, GA.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-03. Only one responsible source and no other services will satisfy agency requirements. The proposed contract action is to acquire proprietary 3-D software and associated maintenance and licensing for use in the Soldier Battle Lab at the U.S. Army Infantry School in Ft. Benning, GA. These software packages are necessary to increase the efficiency of battle simulations within the Military Operations on Urban Terrain [MOUT] unit of the US Army Infantry School by simulating actual, realistic environments and situations that the war-fighter might encounter within an urban terrain. A breakdown of the software and maintenance packages is as follows: 1) Qty-2 MetaVR VRSG Software Annual Maintenance License (P/N: SWMAINT) w/ standard upgrades and technical support and GIS layering protocol support. 2) Qty-1 MetaVR GIS to DIS 3D Visualization ArcView Plugin (P/N: GIS2DIS3D) Including interface to VRSG.MDX terrain databases to visualize various linear and point feature/objects as layers which can be turned on or off via user control. To procure these products, the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. This request is not a notice for competitive proposals. Interested parties may identify their interest and capability to respond to the requirement. All information should be submitted via email to Eddie Mills at eddie.mills@gsa.gov.
