The 50th Contracting Squadron at Schriever Air Force Base, Colorado intends to award a sole source purchase order to Analytical Graphics, Inc. for the Navigation Tool Kit software. This decision is based on FAR regulations that permit sole source procurement when only one responsible source can satisfy the agency’s needs. The software enhances operational capabilities by enabling conjunction analysis, spacecraft attitude modeling, and satellite coverage analysis using graphical displays. It is critical that the new software be compatible with existing systems to prevent operational downtime, avoid extensive retraining or code redevelopment, and ensure a smooth transition to the Architectural Evolution Program with minimal mission disruption. The procurement will be conducted under Simplified Acquisition Procedures with a closing date of September 18, 2006. The associated NAICS code is 511210, and the contract reference number is F3R1D06208A100. An ombudsman has been appointed to confidentially address concerns or disputes related to this acquisition, although the ombudsman has no decision-making authority and does not influence source selection. Interested parties must first address concerns with the contracting officer before escalating to the ombudsman. For additional information, contact Contract Specialist Nichole Fleming or Contracting Officer Ralph Tisdale at Schriever AFB.

Solicitation # USSF-CSO-FY26-2808A
The United States Space Force (USSF) Space Operational Contracting Headquarters has established a Master Commercial Solutions Opening (CSO) under solicitation number USSF-CSO-FY26-2808A to streamline the design, construction, repair, and alteration of base infrastructure. Authorized under 10 U.S.C. § 2808a, this framework utilizes Other Transaction (OT) authority, making all resulting agreements completely exempt from the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS). The Master CSO serves as an umbrella solicitation, with specific project requirements published separately as Areas of Interest (AOIs). All awards must be structured as fixed-price agreements, including firm-fixed-price, fixed-price incentive, or fixed-price award fee structures, while cost-reimbursable agreements are strictly prohibited. The solicitation process employs a phased down-select method to minimize industry costs, consisting of a Phase 1 White Paper, a Phase 2 Oral Pitch, and a Phase 3 Full Commercial Proposal. Evaluation focuses on technical merit, constructability, schedule viability, and fair and reasonable commercial pricing. Selected partners must adhere to commercial industry building codes such as IBC and NEC, and may be required to comply with Unified Facilities Criteria (UFC) and Anti-Terrorism/Force Protection (AT/FP) standards. Payment is managed through a milestone-based system, where fixed-price payments are triggered only upon the verifiable completion of work that has passed inspection. Additionally, contractors must comply with Davis-Bacon Act wage rates and maintain specific insurance coverages, including Professional Liability for design-build projects of at least $2M.
