The VA Medical Center in West Palm Beach, FL, intends to negotiate a sole source contract with Nuclear Medicine Information Systems (NMIS) for the renewal and upgrade of the NMIS-P software license, including the USB Barcode Reader and related software used in the PET/CT Clinic. NMIS is uniquely positioned as the sole provider of this software currently in use at the Nuclear Medicine and PET/CT Clinics, justifying the non-competitive procurement under FAR 6.302-1. This notice signals the government's intent to proceed with this sole source acquisition but invites interested parties to submit evidence demonstrating why competitive procurement would benefit the government. Responses must be received by July 1, 2013, with communications preferred via email to the designated VA contact. This procurement falls under the NAICS Code 423430 and is specifically related to renewing and upgrading existing software licenses critical to the functionality of nuclear medicine diagnostics at the medical center. The solicitation is not a request for competitive proposals but a procedural step to confirm the sole source justification. The government reserves the discretion to proceed without competition following evaluation of any responses. No telephone inquiries will be entertained, and all official correspondence must be directed to the specified contact at the Department of Veterans Affairs.
