The U.S. Army Space and Missile Defense Command plans to award a sole source contract to ITT Visual Information Solutions for a one-year ENVI Software License Maintenance, Support, and Upgrades. This contract supports the SMDC/ARSTRAT G2 MASINT AGI Branch at Peterson Air Force Base, Colorado. ITT is the sole developer of the ENVI remote sensing software, which justifies the sole source acquisition under FAR regulations. The solicitation follows Federal Acquisition Regulation guidelines for commercial items and includes relevant FAR clauses consistent with a sole source purchase. The contract is governed by provisions in effect as of September 2010, with the government confirming that no other vendor can meet the requirements. Interested parties were required to submit quotes electronically by December 6, 2010, directly to the designated point of contact, Marie H. Tornai, at her specified email address. The acquisition aligns with FAR Parts 6.3, 12, and 13.501, reflecting the intent to contract exclusively with ITT Visual Information Solutions due to their proprietary role in the software’s development and maintenance. This procurement supports the Department of Defense’s operational needs at Peterson AFB, ensuring continued access and support of critical remote sensing software.
