The General Services Administration (GSA) Office of the Chief Financial Officer (OCFO) in Washington, DC plans to negotiate a sole-source contract with Lockheed Martin Corporation for the enterprise server mainframe outsourcing system. This system is a legacy National Electronic Accounting and Reporting (NEAR) system that supports critical financial functions including billing, accounts receivable, and asset management. The NEAR system operates on a mainframe environment using Virtual Machine/Extended System Architecture (VM/ESA) and incorporates Lockheed Martin’s proprietary software such as BRIDGE, BRUCE, SINK, as well as IBM’s Display Management System (DMS) for screen development and COBOL input/output processes. The contract will involve re-engineering the NEAR system by removing embedded proprietary software to transition to a vanilla IBM COBOL environment and migrating the entire system to a new platform. This negotiation, conducted under the sole-source justification allowed by FAR 6.302-1, is deemed necessary because Lockheed Martin is the only responsible source capable of satisfying the agency’s requirements. The Notice of Intent does not seek competitive proposals and emphasizes that no other supplies or services meet the needs of the agency. Questions regarding this procurement can be directed via email to Carolyn U. Turner of the CFO-Program Management Office, with technical inquiries addressed to the GSA IT Specialist Kevin G. Gerken. The effort falls under NAICS code 541512, covering computer systems design services, and reflects a focused approach to maintaining and upgrading vital legacy financial systems through experienced sole-source providers.
