AI Contract Overview
The contract solicitation N00104-26-Q-UB50 seeks repair services for 45 units of SMP 1U, identified by NSN 7H-7010-016658920, to be delivered to W25G1U, W1A8 DLA Distribution in New Cumberland, PA. This is a firm-fixed-price solicitation requiring exclusive procurement from approved sources due to proprietary design control, specialized engineering knowledge, and unique manufacturing or repair capabilities that are not economically available to the government. The qualified source retains essential technical data and intellectual property rights, and any alternate source must undergo rigorous qualification by the cognizant government engineering activity. The contract explicitly excludes commercial item acquisition policies under FAR Part 12, though vendors may submit commercial item alternatives within 15 days of notice. All offerors must include their CAGE code and ensure full compliance with FAR 52.209-1 at award time. The repair must meet strict technical and quality standards aligned with manufacturer specifications and include compliance with packaging, preservation, and marking requirements per MIL-STD-2073-1, MIL-STD-129, and ASTM D3951-18, with specific protocols for hazardous materials, ESD/EM protection, and DLR labeling. Delivery is F.O.B. origin, with performance expected within a 76-day repair turnaround time from asset receipt, and induction must occur within 365 days of award. Evaluation is based primarily on past performance using SPRS color ratings, followed by price and risk assessment through a trade-off process—not LPTA. Contractors must comply with stringent cybersecurity requirements under NIST SP 800-171, CMMC, and DFARS 252.204-7012, including annual self-assessments and reporting for CUI handling. All submissions must be sent electronically to the designated contracting officer at JORDAN.D.BURT.CIV@US.NAVY.MIL, and final inspection and acceptance may occur at the contractor’s facility or destination, per government oversight. The invoicing method is exclusively through WAWF, with payment routed via DoDAAC codes, and all packaging materials must meet QPL standards and ISPM 15 for wood components.
