The Office of Acquisition Management (LM/AQM), Department of State (DoS), is processing this acquisition at the request of the Bureau of Information Resource Management, (IRM/SMART). This Justification and Approval (J&A) is for the acquisition of various products developed by DoubleTake Software. This software is required in order to provide real-time synchronization between SQL databases supporting the LCS product. This purchase includes a subscription service that includes software fixes, technical support, and new product updates. The SMART Office of the Department's Bureau of Information Resource Management requires the purchase of the new license with subscription maintenance listed above in Paragraph (1). These licenses and maintenance are required for the IRM/SMART development team to maintain tracking of all the additions and modifications to the requirements as we start the process of verifying them prior to starting formal development. Currently the requirements are stored in an Excel spreadsheet. This is not functional for requirement traceability and we need a tool design for this purpose. This approval is not to be confused with - standardization of a product as an authorized exception to full and open competition pursuant to FAR 6.302-1(b)(4). Therefore, these requirements preclude consideration of a product manufactured by another company. IRM/SMART requires the purchase of this new software, licenses and support as stated above. The Government's estimated value of this requirement is $31,616.00. This is an initial license to get IRM/SMART started with the task of requirement verification. An additional number of licenses will be required once the SMART project obtain full funding as other members of the SMART project will also need access to the requirements for review, clarification, etc. As this is a brand name only justification, no one contractor's unique qualifications are cited as the basis for this justification. Rather, the products identified by brand name herein have been determined to be the only items that maximize the Government's existing investment. These DoubleTake Software licenses and software are essential for meeting the Department's need to provide a failover and recovery sequence for the LCS SQL servers within the SMART project
