This was not contracted. The installed equipment will allow the Virgin Islands National Guard to receive internet services at its facilities. In the absence of qualified sources, a contract will be awarded under the Other than Full and Open Competition procedures, pursuant to FAR Part 13.106-1(b), only one responsible source and no other supplies or services will satisfy agency requirements. Telephonic inquiries will not be accepted. This is not a request for competitive proposals. The decision not to compete this requirement is within the discretion of the Government. Any response to this notice must provide clear and convincing evidence that competition would be advantageous to the Government in future procurements. All qualified sources must respond in writing no later than 1:00 PM, September 22, 2014. Offers must be submitted by email with confirmation of receipt.
