The Defense Information Systems Agency (DISA) plans to award a sole source commercial purchase order to TTI Technologies LLC, operating as TTI Vanguard, for a one-year contract with three one-year option periods. The contract involves procuring memberships that provide three seats to attend five annual TTI Vanguard conferences, participation in all associated workshops and field trips, and access for up to 40 individuals to a members-only area of TTI Vanguard's website archives. This acquisition is justified under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, citing that TTI Vanguard is the only responsible source able to meet the agency's unique requirements related to emerging and breakthrough information technology discussions. The services are commercial in nature and will be acquired following FAR Part 12 procedures, with no request for proposal being issued. The contract falls under NAICS code 611430, and DISA emphasizes that no substitutes for these services will be accepted due to the distinct nature of TTI Vanguard’s offerings. The notice clearly states it is not a solicitation or request for proposals, and any decision not to compete the contract will be at the government's sole discretion based on responses to the notice. For any inquiries regarding this procurement, Stephanie Snyder serves as the designated contract specialist. The contract’s purpose centers on ensuring DISA’s access to innovative technology forums via TTI Vanguard’s exclusive conferencing and resource offerings.
