The General Services Administration (GSA) Federal Technology Service plans to award a sole source contract to Cray Inc. for the procurement of 80 units of 4GB DIMM PC3200 36X128MX4 memory modules. This action is taken under the authority of FAR 6.302-1(a)(2)(ii), which allows for non-competitive procurement when only one responsible source can satisfy the agency's requirements. The contract will follow the solicitation provisions and clauses current as of Federal Acquisition Circular 05-09, and commercial item terms and conditions under FAR 52.212-4 will apply. Offerors are required to complete and maintain current annual representations and certifications electronically through the ORCA database, ensuring their information is accurate and applicable to this solicitation. While the Government intends to negotiate exclusively with Cray Inc., interested parties may express their interest and capability by submitting information to the designated IT Solutions Representative, Peggy Braxton, by the close of business on September 21, 2006. Such submissions will be reviewed solely to determine whether a competitive procurement is feasible. The primary agency contact is located in Atlanta, GA, within the GSA's Region 4 office. This procurement supports the NAICS code 334111 and pertains specifically to memory components for XT3 systems, emphasizing the unique source justification for this specific technology requirement.
