The Army Contracting Command at Aberdeen Proving Ground, Huachuca Division, plans to award a sole source contract to National Business Furniture-LA for the installation of specific workstations designed for DEERS/RAPIDS/ID Card purposes. These workstations will include task and beam seating that must match the existing office furniture, ensuring consistency and integration with previously purchased furnishings from the same vendor. The contract is awarded under statutory authority allowing non-competitive procurement due to the unique nature of the requirement and the absence of other responsible sources that can meet the agency’s needs without voiding warranties or incurring unnecessary replacement costs. This acquisition follows past experiences where open competitive bidding resulted in lower-quality furniture that failed to meet privacy standards and led to significant additional costs. By awarding to National Business Furniture-LA, the government aims to avoid these issues and realize cost savings through the compatibility with existing equipment. The contract falls under the NAICS code 442110 and is not open to competitive proposals or quotations at this time, but the government invites interested parties to provide clear and convincing evidence that competition would be beneficial before the specified response deadline. The sole discretion to compete or not remains with the government, and no payment will be made for any submitted information.

Full Description

Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Huachuca Division, DOC Operations Branch intends to award a noncompetitive sole source contract to National Business Furniture-LA; 3550 Wilshire Blvd., Ste 710, Los Angeles, CA 90010 to Install specific workstations for DEERS/RAPIDS/ID Card to include task and beam seating in stations and must match existing furniture already in place. The statutory authority permitting other than Full and Open Competition: FAR Subpart 13.106-1(b) (c), in accordance with AFARS 5153.9005. Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. To date, no other sources have written to express an interest. The vendor does not authorize any other vendor for domestic sales. Doing so, would void the warranty on the current Government owned equipment, and the cost of replacing the equipment is not expected to be recovered through competition. The use of National Business Furniture - LA will permit the integration of other office furnishing previously purchased through National Business Furniture- LA into these workstations resulting in a cost savings to the government. We had previously used an open competitive bid and ended up with a very poor quality that did not meet the privacy requirements and cost the government thousands of dollars when a lower bid was accepted with lower quality and serviceability. The North American Industrial Classification System (NAICS) code for this procurement is 442110. This notice of intent is not a request for proposals or quotations and a solicitation will not be issued for this requirement. Any responses or inquiries to this notice must demonstrate clear and convincing evidence that competition will be advantageous to the Government. The Government will not pay for information submitted. A determination by the Government not to compete this procurement action, based on responses to this notice, is solely within the discretion of the Government. Responses to this notice are due by noon, Arizona time, Wednesday, August 27, 2014. Email inquiries/responses to Eduardo Javelosa, Purchasing Agent, at contact@example.gov.
