The General Services Administration (GSA) issued a refreshed electronic solicitation on November 4, 2002, for Special Use Furniture under the Federal Supply Schedule number 3FNH-F6-010003-B, Refreshed #1, replacing the prior 2000 solicitation. This contract covers a range of furniture categories identified by Special Item Numbers (SINs) such as correctional institution furniture (71-321), lecterns, library furniture, mail sorting and distribution furniture, cafeteria and food service furniture, hazardous materials storage, and chairs for convalescents. Notably, several SINs are set aside entirely for small businesses, emphasizing GSA’s focus on fostering small business participation. The solicitation mandates completion and return of specified contract clauses by all offerors and introduces a significant “evergreen” contract option, allowing the government to extend contracts up to twenty years through three successive five-year options, contingent on satisfactory contractor performance and active participation in the GSA Advantage! online program. This contract’s terms specify that awarded contracts are indefinite delivery-indefinite quantity (IDIQ) with a guaranteed minimum of $2,500 over the contract period. Contractors have six months post-award to submit their electronic catalogs for inclusion on GSA Advantage!, which is a key factor in contract extension decisions. The solicitation encourages 8(a) small business involvement, requiring SBA confirmation for such contractors. This refreshed solicitation seeks to enhance collaboration and operational efficiency between GSA and contractors, ultimately driving increased customer satisfaction and revenue opportunities within the furniture supply sector. Interested vendors can access the solicitation documents online via FedBizOpps or request physical copies through fax or mail, with designated points of contact available to address inquiries.

GSA is issuing a refreshed solicitation issued on November 4, 2002, electronically only. The Schedule is entitled "FSC 71, Part III - Special Use Furniture". This Solicitation number is 3FNH-F6-010003-B, Refreshed #1. This refreshed solicitation replaces the solicitation issued 12/11/00. Special Item Number (SIN) 71-321 for Correctional Institution Furniture has been added. Special Item Numbers (SIN) 71-304 Lecterns; 71-305 Library Furniture; 71-306 Mail Sorting and Distribution Furniture; 71-308 Cafeteria and Food Service Furniture; 71-312 Hazardous Materials Storage; 71-317 Chair, Convalescent; and 71-321 Correctional Institution Furniture are 100% small business set-aside. Interested parties may access the solicitation at http://www.fedbizops.gov. This site provides instructions for downloading the solicitation files. Search using Solicitation Number 3FNH-F6-010003-B, Refreshed #1 (include the dashes). The basic solicitation includes clauses, which must be completed and returned by all offerors. Some of the changes made to the solicitation are: I-FSS-163 Option to Extend the Term of the Contract (Evergreen): This clause will allow the government to have three (3) five (5) year options to your contract, for a total of twenty years if performance is satisfactory. The options are not guaranteed. Some of the measurements of satisfactory performance will be such things as adequate sales, quality performance, and timely IFF payments. One of the most important evaluative factors will be participation in the GSAAdvantage! program. None of the Evergreen options will be exercised unless your firm has posted its contract information to the GSA Advantage! website. All offers received will have 6 months after award of a Federal Supply Schedule contract to submit their electronic catalog to GSAAdvantage!. Contractors may now be represented as 8(a) contractors, providing SBA confirms that the offeror is indeed an eligible 8(a) contractor. These changes are intended to increase the teamwork that has led to greater customer satisfaction and use of the Federal Supply Schedules. There are mutual benefits for both the contractor and the government, and it is expected to increase revenues to those contractors who earn the right to maintain a contract for the entire twenty-year period. Contracting questions should be directed to the points of contact listed in the solicitation. The Federal Supply Schedule period is continuous. Individual contract periods will begin on the date of award and will expire five years later (exclusive of any options or cancellations). All contracts will be indefinite delivery-indefinite quantity contracts with $2500 guaranteed minimum for the contract period. All contracts to be awarded include Industrial Funding provisions. We actively solicit offers from 8(a) firms for the products/services found under this MAS solicitation. All responsible sources may submit an offer, which will be considered. The solicitation is available on the Internet at http://www.fedbizops.gov as an Acrobat document. Interested parties who are unable to access the solicitation via the Internet may fax a request to 703-305-6290 or mail the request to the address above. TELEPHONE REQUESTS WILL NOT BE ACCEPTED.
