Project Description: Midway Premier 14-2 Workover Kern County, CA Applicant Name: E&B Natural Resources Project Proposal: E&B Natural Resources proposes to workover Midway Premier 14-2, API 0403064797 in the next 2 6 months. The existing well pad and access roads are maintained free of vegetation by routine mitigation as necessary. Remedial grading of existing developed areas may be required, but no new land disturbance will occur. The project consists of pulling and replacing the existing slotted liner (per program). Minor site preparation may be necessary. Temporary equipment such as workover rigs, backhoes, pumps, water trucks, and vehicles to transport personnel, materials, to mobilize and demobilize equipment will be necessary. No expansion of associated facilities will be required, and waste materials will be properly disposed of as non-hazardous or hazardous waste, as appropriate, at a facility licensed to accept the waste. Project Location: The well is located within the Poso Creek oilfield in Kern County. Environmental Setting: The project site and surrounding area consists of graded pads, wells, ancillary oilfield equipment, and dirt roadways with areas of undisturbed vegetation. Local Agency Requirements: The Kern County Planning & Natural Resources department ceased permitting following a "petition for writ of Supersedeas" filed in the Court of Appeal of the State of California. A preliminary review ordered a stay on Kern County Superior Court case No. BCV-15-101645-GP pending further order of the court. As a result, the previously ordered suspension of the operation of the Oil & Gas permitting ordinance remains in full effect. Therefore, no additional permit is required for this proposed workover.
