AI Contract Overview
This solicitation, issued under FAR Subpart 12.6 as a combined synopsis and solicitation, seeks a Virtual Reality Training System under CLIN 0001 to support military mission rehearsal and tactical training, with strict adherence to the salient characteristics outlined in Attachment 1. The system must be fully portable in a single hardened case no larger than 48" × 20" × 9" and weigh no more than 50 lbs, capable of 2-person transport and rapid setup without internet or external sensors. Key deliverables include enterprise-grade 4K VR headsets with hot-swappable batteries, CO2 recoil kits for training weapons, an 11-inch instructor tablet, and scenario-building software capable of simulating day, night, and NVG conditions across environments like CQB and hostage rescue. The solicitation is a total small business set-aside under NAICS code 333310, requiring offerors to self-certify as small businesses and provide a valid UEI and CAGE code. Proposals must be submitted via email by the deadline of May 20, 2026, to designated point of contacts, and bidders must be registered in SAM.gov to be eligible for award. Evaluation follows a best-value trade-off approach, beginning with a binary acceptability determination based solely on technical compliance with Attachment 1; any failure to meet minimum requirements renders an offer technically unacceptable. Acceptable proposals are then assessed jointly on price and delivery, with a required delivery window of 180 days after receipt of order. Awards will not be made on a lowest-price, technically acceptable basis but rather on overall benefit relative to cost, emphasizing capability and timeliness. Payment will be processed electronically via WAWF using the DoDAAC F87700, and delivery is FOB destination to Andersen Air Force Base in Yigo, Guam, with acceptance performed by the Government at the destination. Contractual compliance includes a suite of clauses addressing whistleblower rights, prohibiting procurement from Xinjiang, banning inverted domestic corporations, mandating cybersecurity protections, and prohibiting convict labor or human trafficking. Packaging requires a hardened case with no specific MIL-STD referenced, though the system must endure harsh military environments. Funds are not currently obligated, and no estimated contract value is provided, as pricing is to be submitted by offerors in response to the RFQ.
