AI Contract Overview
This solicitation, identified as FA524026QM101, is a combined synopsis and request for quotes issued under simplified acquisition procedures in accordance with FAR Subpart 12.6 for the supply and installation of six standalone, ADA-compliant water refill stations at Andersen Air Force Base in Guam. The requirement is set aside entirely for small businesses under a total small business set-aside, with a NAICS code of 333914 and a size standard of $41 million. Offerors must submit technical and pricing responses for two contract line items: CLIN 0001 for the water stations themselves and CLIN 0002 for their installation, both governed by Attachment 1 – Salient Characteristics, which defines mandatory technical specifications including water chilling between 40–42°F, 99% impurity removal, internal drainage, energy efficiency, a foot pedal option, compact footprint under 3 square feet, and certifications to NSF/ANSI 42, 53, 58, ISO 9001, and relevant NSF AMSI standards. The stations must be fully operational, removable, and require only a water line, drain, and 110V power connection without permanent building attachment. Delivery is due within 30 days after receipt of order, with FOB Destination terms applying at Andersen AFB, Guam. The solicitation has been amended to include Attachment 3 – Water Station Reference Image to clarify physical design expectations. Evaluation is based on a best value trade-off methodology, prioritizing technical acceptability over price, with failure to meet Attachment 1 specifications resulting in automatic exclusion. All proposals must be submitted via email by 10:00 AM Chamorro Standard Time on 15 May 2026, include a valid UEI and CAGE code, and be from a currently active SAM-registered entity. The Contracting Officer is SSgt Daniel Callahan, with A1C Austin Johnson and SSgt Thomas Prospere serving as primary and secondary points of contact; no designated COTR or COR is listed. Packaging, marking, and preservation requirements are not detailed in the available text but are expected to be addressed in Attachment 1 or referenced standards. No pricing data is currently available as this is a pre-submission solicitation, and vendor quotes have not yet been received.
