74 -- Kodak 16mm Film Retrieval Subsystems (Kodak Digital Science Intelligent Microimage Scanner)

**This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 13.5, Test Program for Certain Commercial Items, and will be processed under Simplified Acquisition Procedures as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will NOT be issued. Solicitation number TIRMS-03-Q-00141 is a Request for Quotation (RFQ) incorporating FAR provisions and clauses in effect through Federal Acquisition Circular (FAC) 01-15. The Internal Revenue Service has a requirement for seven (7) Kodak Digital Science Intelligent Microimage Scanners. These scanners are not standard scanners and no substitutions will be allowed. They are high-speed, 16 mm film retrieval subsystems. The compact film drive and supporting software enable automatic image-mark searches using a standard PC workstation. The subsystem digitizes the film image and displays it on the PC monitor for the user. All vendors submitting price quotes must be authorized resellers of Kodak Co. No exceptions will be allowed. This procurement is a 100% set-aside for small business concerns. The NAICS code for this procurement is 423430 and the size standard is 100 employees. All offerors shall submit a quotation for the seven scanners on one line item and shipping and handling to two different locations on two additional line items for a total of three line items. One (1)scanner will be shipped to Kearneysville, WV 25430 and six (6)will be shipped to Latham, NY 12110. All offers are required to be registered with the Treasury Department's Central Contractor Registration database located at www.ccr.gov by the due date of this solicitation or they will not be considered for award. The provision at FAR 52.212-2, Evaluation-Commercial Items is incorporated in this solicitation with the evaluation factors being base on price and past performance with price having the greatest weight. The vendor must also submit three references that can attest to their past performance for previous orders/contracts of similar size and scope. The IRS will make award to the responsible, responsive offeror whose quote conforms to these solicitation requirements.
