The vendor is required to provide a Software Bill of Materials and ensure all deliverables are transmitted via secure, approved electronic mechanisms. Technical compliance includes adhering to FIPS 140 standards with AES 256-bit encryption and following Adobe's Trust and Compliance documentation along with state and federal cybersecurity frameworks. The state will conduct a 45-day inspection and testing period upon receipt of deliverables before issuing a written acceptance notice. Invoicing must be handled separately for each order, with a deadline of July 31 for expenses incurred through June 30. Key administrative requirements include maintaining general commercial liability insurance of 1 million dollars per occurrence and auto liability of 1 million dollars. Vendors must comply with the Illinois Prevailing Wage Act and the Illinois Department of Human Rights Act. While bid and performance bonds are generally not required, the state reserves the right to request a performance bond if necessary.
