The Department of Defense's USCENTCOM is set to award a sole source contract to Xerox Corporation for the renewal of maintenance services on thirty-eight Xerox copiers originally purchased in December 2006. This contract ensures continued full service coverage, including labor, parts, and supplies except for consumables like paper and staples. The decision to award solely to Xerox is based on statutory authority allowing non-competitive procurement when only one responsible source exists, as the copiers contain proprietary hardware and software requiring maintenance exclusively by Xerox or its authorized representatives. This is vital to preserve the original full service maintenance agreement and maintain compliance with government security certifications such as the Common Criteria accreditation and NIAP certification, which Xerox copiers uniquely possess. The contract highlights Xerox's exclusive ability to provide these maintenance services, emphasizing the integrated security features of its devices and its responsibility for risk during transportation and installation, thereby minimizing government liability. Although this notice is not a request for competitive proposals, other parties are invited to express interest or submit proposals within a brief window; however, the government retains sole discretion whether to pursue competition. The maintenance contract underscores the critical nature of Xerox's ongoing role in ensuring operational integrity and security compliance of the copier fleet used by USCENTCOM.
