Southern California Gas Company is undertaking the permanent abandonment of Well Vidor 15, located in the Playa Del Rey Gas Storage Field in Los Angeles County, with operations expected to last approximately 16 weeks. The work involves plugging the well with cement to surface, perforating and cement squeezing the casing to isolate production zones, cutting and recovering the production casing, and placing abandonment mud and cement between plugs to ensure complete isolation. All surface lines, rig anchors, and temporary equipment—including workover rigs, tanks, bins, and pumps—will be removed upon completion, and the site will be restored to its original condition. Excavation will be conducted to remove rig anchors, with efforts focused on minimizing environmental disruption and adhering to emission avoidance guidelines. Waste materials generated during the operation will be classified as either hazardous or non-hazardous and transported to appropriate facilities for proper disposal, with no expansion or new construction planned at the site. The project falls under the jurisdiction of the California Department of Conservation’s Geologic Energy Management Division, which has determined that the abandonment qualifies for categorical exemptions under the California Environmental Quality Act, specifically Class 1 (Existing Facilities), Class 2 (Replacement or Reconstruction), and Class 4 (Minor Alterations to Land), exempting it from full environmental review due to its minimal environmental impact. The well’s API number is 0403714071, and all activities will occur at the existing well pad located at coordinates 33.96626663, -118.43869019. Inspection and acceptance will be performed on-site by CalGEM, ensuring compliance with industry-standard abandonment practices and state regulatory requirements. No formal federal contract clauses, pricing details, evaluation factors, or solicitation numbers are present, indicating this is a state-regulated environmental and operational project rather than a federally procured contract. Primary contact for environmental compliance and documentation is through the CalGEM CEQA Program, with no formal contract type, payment instructions, or contractor certifications disclosed in the available records.

Southern California Gas Company proposes to abandon well Vidor 15. The well is located in the Playa Del Rey Gas Storage Field in Los Angeles County. The proposed work will include operations to plugback the well with cement to surface, perforate the casing as needed, cement squeeze through holes to isolate zones, cut and recover production casing, and place abandonment mud/cement between cement plugs. Surface lines and all rig anchors will be removed and the wellsite restored upon completion. Removal process will consist of excavation in front of rig anchor approximately 6’-8’ wide and 5’ deep, followed by efforts to pull anchor free. Emission avoidance guidelines will be followed as well. Temporary equipment such as a workover rig, tanks, bins, and pumps will be needed during workover operations. The expected duration of this project is estimated to be ~16 weeks. Currently, there are no plans for expansion and/or construction of any associated facilities which would be necessary to complete this work. Waste materials will be properly disposed of as non-hazardous or hazardous waste and sent to the proper waste facility for disposal.? API # 0403714071 Well Name: Vidor 15

H999--Sources Sought Notice - Underground Fuel Storage Tank Cleaning, Inspection, Testing and Re-Fueling
Solicitation # 36C26126Q1112
The Department of Veterans Affairs, through its Network Contracting Office 21, is seeking information from contractors capable of performing comprehensive inspection, cleaning, and refueling of nine underground diesel fuel storage tanks at the VA Southern Nevada Health Care System in Las Vegas, Nevada. This request is a sources sought announcement and not a solicitation, meaning no contract will be awarded based on responses, and the government will not compensate respondents for their submissions. The primary objective is to assess industry capabilities to maintain continuous operational readiness of emergency power systems while preserving fuel integrity, with services to be performed in accordance with a draft statement of work. The applicable NAICS code is 213112, with a small business size standard of $47.0 million. Interested parties must submit a response by August 14, 2026, via email, including their company’s legal name, Unique Entity ID from SAM, socioeconomic status, point of contact details, capability statement, and specific experience delivering similar services. Respondents must detail which services they will perform as prime contractor using their own personnel and which will be subcontracted, along with the percentage of contract costs allocated to subcontractors, ensuring compliance with the 50 percent labor cost requirement for small businesses under FAR provisions. A completed price estimate spreadsheet is required, and failure to provide all requested information will result in a non-responsive submission. All respondents must maintain active SAM registration and may need to be certified as a Veteran-Owned or Service-Disabled Veteran-Owned Small Business if applicable. This information will inform the government’s future procurement strategy and is strictly for internal use.

Sonic Drilling Services for Geotechnical SurveyThe contract requires the execution of 14 geotechnical borings using sonic drilling technology to a combined depth of 110 feet, primarily to support a geotechnical survey in a sensitive environmental area. Three of these boreholes are located on or near Grant Lake, necessitating barge-based access due to the inaccessibility of the site by land and the requirement to minimize surface disturbance to preserve the surrounding ecosystem. The work must be completed with precision to avoid ecological impact, emphasizing careful planning and execution under constrained logistical conditions. All drilling activities must adhere to the technical standards associated with sonic drilling, which allows for high-quality soil sampling with reduced vibration and contamination compared to conventional methods. This subcontract, posted on August 7, 2026, is administered by the Fish and Wildlife, Region 6 - Inland Deserts office in California, under NAICS code 213112, which classifies it as support activities for mining. The work site is in an environmentally sensitive region, and while the exact location details such as city or state are not specified, the performance location and regulatory context suggest operations within California’s inland desert region. The subcontract reflects a focused scope with specialized logistical requirements tied to aquatic access and ecological preservation, indicating that the contractor must possess both technical expertise in sonic drilling and experience working in ecologically protected areas with limited ground access.

E-Seal Technology: A New Paradigm for Leaky Well Remediation
Solicitation # S-197080
E-Seal Technology is an intelligent, electrokinetic sealant designed to remediate leaks in aging wellbores by flowing like water into sub-millimeter fractures and then transforming into a durable, jammed plug when an electric field is applied. Unlike conventional cement or polymer treatments that fail to reach narrow cracks due to particle bridging, E-Seal uses engineered micelles and colloidal particles that are precisely steered by electrophoresis, electro-osmosis, and dielectrophoresis to penetrate and seal the smallest leak pathways. Once concentrated in the fracture, the micelles form a high-viscosity network that remains intact after power is removed, creating a long-lasting barrier resistant to high temperatures, pressures, and aggressive brines. The system is further enhanced by optional additives such as lanthanum and cerium trivalent cations, which accelerate aggregation and precipitate low-solubility minerals, and polymer gel particles that swell and reinforce the seal upon contact with leaking fluids. The technology integrates an AI-powered control system that monitors seal formation in real time and dynamically adjusts voltage to optimize performance, making it the first actively steered wellbore repair platform. Beyond sealing, the applied electric field simultaneously mitigates galvanic corrosion of well casings, addressing a critical integrity issue. E-Seal offers a tenfold cost reduction compared to existing solutions and is not limited to oil and gas applications—it is equally effective in geothermal wells, carbon capture storage sites, dams, tunnels, mining infrastructure, and radioactive containment systems. The technology is patent pending and developed by Los Alamos National Laboratory under Triad, a Department of Energy contractor, with licensing opportunities available for commercialization. Deployment is targeted at legacy well plugging, methane leak compliance, asset life extension, and subsurface infrastructure repair, with performance validated in challenging environments where traditional methods fail.
