The California Department of Conservation, Geologic Energy Management Division, has issued a notice regarding a project for Macpherson Oil Company to perform well reworks in the Round Mountain Oil Field located in Kern County, California. The primary objective of this project is to address well integrity issues for the Jewett 3 7200 well (API #0403057173) through the sidetracking or replacement of the existing wellbore to restore its original functionality. The scope of work is strictly limited to the modification of existing wells and does not include any expansion of previously approved uses, deepening of wells, or the installation of new production facilities. Operations will be conducted using a workover rig and temporary support equipment, such as backhoes and delivery trucks, all of which will be contained within the existing well pad. The project is designed to be completed during daylight hours, after which all equipment will be demobilized and removed from the site. Environmental compliance is a central component of this project, as it has been granted exemptions under the California Environmental Quality Act (CEQA). Specifically, the project qualifies under Class 1, Class 2, and Class 4 exemptions because it involves minor alterations to existing facilities and reconstruction on the same site with substantially the same purpose and capacity. The project is expected to have a negligible effect on the environment, with no new ground surface disturbance and a total project footprint of less than 0.5 acres per well. Most of the work will take place in areas of existing disturbance, ensuring that the project remains consistent with regulatory standards for minor land alterations.
