The project involves the modification of the existing Jewett 3 7200 well (API #0403057173) in the Round Mountain Oil Field, Kern County, California, to address well integrity issues without expanding its use or deepening the well. All work will be conducted using a workover rig and temporary support equipment such as delivery trucks, backhoes, and pickup trucks, with operations limited to daylight hours on an existing well pad that already accommodates all necessary equipment and personnel. The total project footprint for the well is estimated at less than 0.5 acres, with the majority of activity occurring within areas of prior disturbance, ensuring no new ground surface disturbance or installation of production facilities. The project qualifies for categorical exemptions under California Code of Regulations Title 14, Sections 15301, 15302, and 15304, as well as Title 16, Sections 1684.1 and 1684.2, which support minor alterations and maintenance of existing facilities with negligible environmental impact. The California Department of Conservation’s Geologic Energy Management Division (CalGEM) is the regulatory authority approving the permit and overseeing compliance, with no formal contract value, pricing, or federal acquisition regulation clauses applicable. Demobilization of all equipment will follow completion of work, and no permanent infrastructure or expanded operations will remain at the site. All regulatory approvals and environmental determinations are based on compliance with state requirements rather than federal procurement standards, and no representations, certifications, or socioeconomic declarations from the contractor are included in the documentation.
