Full Description

The USDA, Agricultural Research Service intends to issue and award to Elsevier B.V., Radarweg 29, 1043 NX Amsterdam, The Netherlands on a sole source basis, a contract for electronic internet access to (Computer Aided Production of Current Awareness Services) CAPCAS bibliographic information for the articles in journals published by Elsevier, for inclusion in the (National Agricultural Library) NAL AGRICOLA index. Award will be made pursuant to 41 U.S.C.253(c) ?Only one responsible source and not other supplies or services will satisfy agency requirements. REQUIREMENT: The contractor shall provide through CAPCAS electronic access via the Internet of bibliographic information and abstracts for the articles to be published in the Elsevier journals. The contractor shall provide CAPCAS records containing both the abstract and bibliographic description of the article. Partial CAPCAS records that contain only bibliographic metadata shall be sent only if no abstract has been created and printed in the article. The contractor shall provide CAPCAS abstract and bibliographic information for specific Elsevier Science Direct journals in accordance with the following terms and conditions a) The CAPCAS records must be freely available for NAL to use as the basis of records in the AGRICOLA Index. Those records can and will be enhanced by NAL with additional subject and classification fields. b) The contractor shall make CAPCAS records available to NAL, in a manner that permits the availability via the world-wide web, distribute AGRICOLA to commercial and non-commercial users via NTIS (National Technical Information Service) and shall provide CAPCAS records in XML format in advance of publication of the journals selected by NAL Responses are to be received within 5 days of this notice. The NAICS Code is 511120. This procurement will be processed pursuant to FAR Part 12, Acquisition of Commercial Items. No telephone inquires will be accepted. No solicitation will be issued.
