The U.S. Army RDECOM Contracting Center, Natick Division, plans to award a firm fixed price purchase order on a sole source basis to Roll Call Inc., d/b/a CQ (Congressional Quarterly), for the renewal of a subscription that provides comprehensive legislative journalism and access to defense-related Congressional Research Service reports. This subscription is essential for the Natick Soldier System Center (NSSC) to maintain timely and relevant congressional news and analysis necessary to support ongoing Congressional Liaison efforts. Roll Call Inc. is uniquely qualified as the sole provider of this publication, which includes advanced legislative tracking, reporting, notification, and committee coverage, making it a non-competitive procurement under FAR guidelines. No market research was conducted due to this being an active subscription renewal, and no alternative sources exist that provide the required specialized content with the necessary timeliness and depth. The contract does not anticipate actions to overcome competition barriers for future acquisitions. Interested parties were given an opportunity to express interest by a specified date, though the renewal maintains continuity of access critical to mission-related decision-making by the NSSC and the Director, NSRDEC. The contracting office managing the award is located in Natick, Massachusetts, with Stephen Reffel as the contract specialist contact.
