The CDC plans to award a sole source purchase order to Elsevier Publishing for a special issue of the Journal of Adolescent Health (JAH) focusing on electronic media and youth. This decision is justified under federal acquisition regulations due to Elsevier being the publisher of JAH, a leading multidisciplinary journal covering behavioral science, public health, and policy, which reaches a relevant professional audience spanning education, health research, and youth development sectors. Elsevier and the journal’s editor are uniquely able to meet CDC’s specific requirements, including expedited peer review, an expanded page count, publication by Fall 2007, and the creation of an associated podcast, making them the only suitable source for this project. The procurement is not open for competitive proposals, although other firms with sufficient subscriber diversity for CDC’s dissemination needs are invited to notify the contracting officer within 15 days of the synopsis publication for consideration. The government reserves sole discretion over whether to proceed with competition based on any responses received. Contract specialists Thaddeus Rollins and Carla Harper are designated points of contact for inquiries. The contract is identified by solicitation number 000HCTCCC-2007-44050 under NAICS code 511120, related to publishing services.
