The General Services Administration's Public Building Service plans to award a contract to Architectural Computer Services (ARCOM) under a non-competitive authority allowing sole source procurement. This contract involves updating specific sections of the Masterspec 2004—namely Division 1 and mechanical, life/safety components—to align with PBS facility standards and construction requirements. The procurement will be conducted under Simplified Acquisition procedures and FAR Part 13, citing FAR 6.302-1 as the basis for sole source justification, indicating that only one responsible source can fulfill the agency’s needs. The associated NAICS code for this service is 519190, and the contract is managed by PBS’s Acquisition Support Division based in Washington, D.C. Although the government intends to negotiate with ARCOM exclusively, they are open to hearing from other interested parties solely to determine whether a competitive procurement is necessary. Responses identifying interest and capability, including the firm’s small business status if applicable, must be submitted by 12:00 pm Eastern Standard Time on April 27, 2007. Inquiries and responses are to be sent by email to the designated contract specialist, Tina Penny, who along with Virginia Burwell, is the point of contact for this procurement. The government reserves the right not to proceed with the contract based on the responses received, and all information submitted will be used solely to assess the need for a competitive bidding process.
