The United States Army Corps of Engineers, Engineer Research and Development Center (ERDC) Contracting Office intends to award on a sole source basis under the authority of FAR 13.501 to Elsevier B.V., Radarweg 29, Amsterdam 1043 NX. This procurement is being conducted under Simplified Acquisition Procedures (SAP). The ERDC Library has a requirement to use Elsevier to renew the ERDC multisite license to Elseviers complete journal collection plus content and access to back files of journals from 1995 through 2004. Using Elsevier will insure that there is no interruption in electronic access to the ERDC subscription as well as provide the most cost effective purchase to these products. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to contact@example.gov with solicitation number referenced in subject line no later than, no later than 4:00PM CST on November 24, 2009.
