Notice of Intent to Sole Source contract and is not a request for competitive proposal. The statutory authority for this sole source procurement is FAR 6.301-1 (only one responsible source and no other supplies or services will satisfy agency requirements). The Bureau of Land Management (BLM), New Mexico State Office, intends to award a sole source firm fixed priced base contract with three-year options to: IHS Global Inc., 15 Inverness Way E., Englewood, CO 80012 for subscription service of Digital Well Logs. The North American Industry Classification System (NAICS) code for this requirement is 519130 business size standard is 1,000. IHS Digital Logs Permian Basin Subscription utilizes a proprietary digitization and quality control process that ties back to our Well Data, Directional Surveys and Production Data API/UWI numbering system. This system saves research time and reduces log/data management efforts. With the Digital Log Data indexed to IHS Markit Data, it is easily to connect and import into IHS Petra and Kingdom Geoscience Software utilized by the BLM. This connection provides seamless downloads of the Digital Log Data to build and update projects, allowing faster analysis and interpretation. This service will assist our petroleum engineers with analytical skills for understanding, interpreting, and applying optimization, data science, and machine learning to proffer solutions to casing design, cementing program, mud design, blow out preventer selection issues that are invaluable to solve our safety issues, environmental oversight responsibilities, and technical problems. The US Digital Log Data subscriptions also include access to LogNet and Well Log Downloader. Competition is not available for this requirement because HIS Global Inc. is the sole source provider of the data content contained in our Digital Log Data subscriptions. Due to the technical knowledge required to support and maintain this critical information, there are no authorized resellers. IHS also has a dedicated Log Data team to provide customer service and technical advisors to support the BLM's needs. This subscription will serve a major role in fulfilling these requirements. This notice of intent is not a request for competitive proposal and no solicitation document exits for the requirement.
