The Centers for Disease Control and Prevention (CDC) plans to award a sole source purchase order to Elsevier for the development, production, and dissemination of a special supplement to the American Journal of Obstetrics and Gynecology (AJOG), commonly referred to as the Gray Journal. This project involves creating a print supplement to accompany a winter 2007 journal issue, along with full-text access online via a free URL provided by Elsevier. The supplement will feature a full-page, four-color advertisement promoting the CDC's One Test Two Lives social marketing campaign. Elsevier will be responsible for all labor and materials related to this task, while CDC scientists will act as guest editors and staff from the Division of HIV/AIDS (DHAP) will serve as supplement managers. This procurement is conducted under the authority of FAR 13.106-1 and is not open for competitive proposals, though firms interested in providing this service under the specified conditions are invited to notify the Contracting Officer within 10 days of the synopsis publication date. The government retains discretion on whether to open the procurement to competition based on responses received. Points of contact for inquiries include Gloria R. Sanders, a Contract Specialist at CDC. This effort aligns with efforts to prevent mother-to-child transmission of HIV in the U.S. and resource-limited settings, reflecting the focus and scope of the special supplement.
