(i)The 786 Force Support Squadron is seeking to procure new electronic lock entry doors at three fitness centers on Ramstein Air Base and Kapaun: Southside Fitness Center, Northside Fitness Center, and Vogelweh Fitness Center (Kapaun). The new doors will be integrated with the existing 24/7 access control system (Rectrac) and will be compatible with SmartNet Access Control System software that will be installed per AFSVC later this year. This purchase will be solicited under PSC 5670 and NAICS 332231. Quotes must include shipping to Ramstein Air base as well as installation at the site.


(ii) In accordance with RFO12.201-1(c), this pre-solicitation is being published on the Government Point of Entry to document the requirement. The contract will be awarded based on the Lowest Price Technically Acceptable (LPTA) selection process.Under this method, the contract is awarded to the bidder who proposes the lowest price, as long as their technical proposal (including technical data of the doors and equipment) satisfies the minimum standards stipulated in the Statement of Work document. Funds have not been received yet, so the anticipated contract award date is TBD.


(vi) All responsible sources may submit a quotation, bid, or proposal, as appropriate, which will be considered by the agency. However, it is anticipated that a site visit will be held, so vendors interested by this presolicitation shall inform the government POCs.
