The Bureau of Indian Affairs intends to award a firm fixed price sole source contract to Cellebrite Inc. for ten Cellebrite INSEYETS license renewals with associated equipment and seventy-five Guardian Forensics subscriptions, ensuring continued compatibility with existing law enforcement forensic tools and workflows. This acquisition is conducted under the Revolutionary FAR Overhaul, utilizing revised FAR Part 12 and 41 U.S.C. 1901 authority for commercial item sole-source procurement, as market research has determined Cellebrite is the only responsible source capable of meeting the Government’s requirements. The contract structure includes a base year running from May 9, 2026, to May 8, 2027, with four one-year option periods extending through May 8, 2031, contingent on funding availability and agency need. The NAICS code 513210 applies with a $47 million size standard, and no competitive solicitation will be issued unless responsive capability statements from other sources are received by the May 1, 2026, deadline. All interested parties must register and remain active in SAM.gov, and submissions are required exclusively via email to Lara.Wood@bia.gov, with no telephone inquiries permitted. The Government reserves the right to cancel this requirement at any time and is under no obligation to award a contract. The delivery and performance are for software licenses and subscriptions, rendering physical packaging, marking, or FOB terms inapplicable. The contracting office is located in Reston, VA, and while the contract type is firm fixed price, no unit or total pricing data is disclosed. The acquisition is not subject to competitive evaluation factors, LPTA, or trade-off methodologies; award hinges solely on the absence of viable competitive alternatives demonstrated through capability statements.
