1. Introduction
This is a Notice of Intent to Sole Source and a Combined Synopsis/Solicitation for a commercial service, prepared in accordance with the Revolutionary FAR Overhaul (RFO), including the deviated FAR Part 5 posting requirements and FAR 12.6 as revised.
This notice constitutes the only solicitation; no quotes are being requested, and a separate written solicitation will not be issued.
2. Description
The Bureau of Indian Affairs (BIA) intends to issue a firm fixed price sole source award to Cellebrite Inc., 1861 International Drive, 3rd Floor, McLean VA 22102, for the procurement of ten (10) Cellebrite INSEYETS license renewals and associated equipment, along with seventy-five (75) Guardian Forensics subscriptions. The systems are currently utilized by BIA Law Enforcement and must remain compatible with existing field forensic tools and workflows. Cellebrite is the sole manufacturer of these software/licenses and the only responsible source capable of meeting the Government¿s requirement as determined through market research.
