No other vendor is capable of meeting these mission-critical specifications, justifying the use of a sole source acquisition under the FAR, as alternative systems lack the forensic integrity, validation, and performance required for evidentiary handling and legal admissibility. The procurement is governed by the North American Industry Classification System code 334111 and the Product Service Code 7B20, with delivery and performance occurring at the agency’s facility in Falls Church, Virginia. The contract does not include formal clauses, evaluation factors, pricing line items, packaging, marking, or logistical specifications beyond the technical requirements, nor does it identify a contracting officer’s representative, payment office, or invoicing method, consistent with the streamlined nature of simplified acquisitions.
