NOTICE OF INTENT TO AWARD A SOLE SOURCE This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. Only one responsible source and no other supplies or services will satisfy agency requirements. The Green Bay Fish and Wildlife Conservation Office intends to award a sole source purchase order to STAR-ODDI to furnish: DST nano-T Temperature Archival Tag The North American Industry Classification System Code (NAICS) for this requirement is 334519, Other Measuring and Controlling Device Manufacturing with the size standard of 500 employees. The Federal Supply Code (FSC) / Product Service Code (PSC) procurement is 7A20. Salient Characteristics - Worlds smallest implantable thermos logger (1.3g) with long battery life o 6mm x 17mm o Ceramic and biocompatible epoxy housing materials o 12 bits data resolution o Temperature range: 5-45'C o Temperature resolution: 0.032'C o Temperature accuracy: +/- 0.2'C - Minimally invasive and simple to implant - Stress-free measurements - Detailed temperature profiling capabilities o Useful for long-term or short-term studies o Tags can be programed for single or multiple intervals - Second(s), minute(s), hour(s) - Data retention up to 10 years - Real time clock accuracy of +/- 1 minute/month - Tags can be sterilized and reused for as long as the battery lasts Capabilities This equipment will be implemented in climate resiliency projects where data will be used to inform fish passage project prioritization decisions and will improve our monitoring program for target species in coldwater stream systems. Star-Oddi is the only source for the DST nano-T temperature archival tag, which is the smallest implantable temperature tag currently on the market and compatible equipment cannot be sourced elsewhere. Any brand or product that does not meet these specifications, exactly, will be unacceptable. This purchase will be made utilizing Simplified Acquisition Procedures in accordance with: Federal Acquisition Regulation (FAR) Part 13.106-1(b) for purchases not exceeding the simplified acquisition threshold of $250,000. Interested parties may identify their interests and capability to respond to this requirement within three (3) calendar days of the publication of this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed purchase order based upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
