The Department of Veterans Affairs, through its Veterans Health Administration Program Contracting Activity Central (PCAC) National Activations Office, issued a notice of intent on July 6, 2021, for a sole source procurement of two ACF Technologies Q-Flow Patient Queuing systems and related accessories. These systems are intended for new clinics being constructed at the Brownsburg and Terre Haute campuses of the Indianapolis VA Medical Center. Specifically, the acquisition calls for two Manager systems (SC0150) along with Lobby Kiosks software that includes Ticket Printer Licenses, multi-page kiosks, lobby announcements, and thermal printing paper. The procurement is planned as a brand name solicitation to authorized distributors of the original equipment manufacturer (ACF Technologies), consistent with Simplified Acquisition Procedures and the relevant federal acquisition regulations. This procurement falls under NAICS code 334118 with a Small Business Administration size standard of 1,000 employees and complies with the Buy American Act by specifying domestic end products for use within the United States. While the notice is not a request for competitive quotes, vendors capable of meeting the technical requirements with alternative brands may submit complete technical packages for consideration. Registration in the System for Award Management (SAM) is required prior to award. Submissions were due by July 12, 2021, to the contract specialist and contracting officer via email, with all correspondence to be conducted electronically due to COVID-19 restrictions preventing physical office presence.
