SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE CyberFEDS on the Web Subscription Contracting Opportunities Notice: 36C24C26Q0025 The Department of Veterans Affairs (VA), RPO-Central (Services Team 2) intends on awarding this contract pursuant to the authority of the Multiple-Award Schedule Program (41 U.S.C. 251 and 40 U.S.C. 501, only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized and currently interfaces with the VA system for federal employment resources, and L R P Publications, Inc. is the sole proprietor of CyberFeds on the Web computer database. It is anticipated that a single award, firm-fixed-price contract will be awarded in accordance with Federal Acquisition Regulation (FAR) Parts 8. The VA intends to solicit and negotiate with LRP Publications, Inc., dba L R P, 360 Hiatt Drive, Palm Beach Gardens, FL 33418; to provide CyberFeds on the Web Subscription for a period of performance of a Base of twelve-months, plus two (2) twelve-month option years. The NAICS code for this procurement is 519290, Web Search Portals and All Other Information Services. Administration Size Standard is: 1,000 employees. The CyberFeds on the Web Subscription will be used by the Veterans Health Administration (VHA), Workforce Management and Consulting (WMC), Human Resources Management Group (HRM) to access federal employment case law, regulations, reference manuals, and labor relations guides. The contractor shall perform the tasks and complete the associated deliverables as described in the Statement of Work (SOW). This notice of intent is not a request for competitive proposals. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice.
