7th Street Improvements

The project involves comprehensive improvements to 7th Street in Hughson, California, encompassing the removal of existing concrete, pavement, sewer mains, and water mains, followed by the installation of new infrastructure including 8-inch PVC water mains with services, valves, and fire hydrants; 8-inch sewer mains with laterals and manholes; and a 12-inch storm drain system with catch basins. Surface improvements include a new pavement structure of 3-inch asphalt concrete over 6-inch aggregate base, concrete curb and gutter, sidewalks, driveways, a rubberized cape seal application, adjustment of existing utility structures to match new grades, and new thermoplastic striping and signage. All work must comply with Caltrans standards and referenced ASTM and ACI specifications for materials such as concrete, asphalt, pipe, and reinforcing steel. The contractor is responsible for providing all labor, equipment, materials, and supervision necessary to complete the project in accordance with the contract plans and specifications, and must submit certificates of compliance, batch tickets, and testing reports to validate material quality and workmanship. Inspection and acceptance occur at the job site, with the Engineer serving as the sole authority on material suitability and work acceptance, and the contractor retaining full responsibility for quality and performance until formal acceptance. Performance is required to commence within 15 calendar days after the Notice to Proceed and be completed within 180 calendar days, with liquidated damages applicable for delays. The contract obligates the contractor to perform at least 50% of the work using its own organization, excluding designated specialty items, and mandates good faith efforts to include certified Disadvantaged Business Enterprises as verified through the California Unified Certification Program. A Non-Collusion Affidavit, Debarment and Suspension Certification, Non-Lobbying Certification, and Equal Employment Opportunity Certification are required from all bidders, along with a bidder’s bond and list of subcontractors. Insurance must meet a minimum of $2 million per occurrence and $4 million general aggregate in Commercial General Liability coverage, with the City of Hughson named as an additional insured and a waiver of subrogation provided. Materials must be properly stored, transported under cover, and protected from contamination, sunlight, and moisture, with specific requirements for plastic piping, rubber gaskets, asphaltic materials, and rubber components.
