This is a sole-source synopsis that provides notification of the 30th Contracting Squadron's intent to extend contract FA4610-08-D-0004, 8(a) Grounds Maintenance, for a period of six months. The period of performance for this extension will be from 01 October 2012 through 31 March 2013. This extension is needed to satisfy the 30th Space Wing's (30SW) Grounds Maintenance requirement until award of Grounds Maintenance solicitation FA4610-12-R-0010 can be completed. Not awarding a six-month extension would cause serious injury to the Government. The extension will be performed by the incumbent contractor, Prestige Maintenance, 2350 S Midwest Blvd. Ste 4, Midwest City, OK 73110-5805. A competitive 8(a) set-aside was awarded on 01 January 2008 to provide Grounds Maintenance for the 30SW, Vandenberg AFB, CA. The 8(a) Grounds Maintenance contractor provides all management, tools, supplies, equipment, materials, and labor necessary to insure grounds maintenance services are properly performed on Vandenberg AFB in support of the 30th Civil Engineer Squadron (30 CES). The extension will provide for the continuation of uninterrupted services of the Vandenberg AFB operations described above. This six-month extension of services is accomplished pursuant to 10 U.S.C. 2304(c) (1), "Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements," as implemented by FAR 6.302-1. This Notice of Intent is not a request for competitive proposals. This notice is being posted since this option under FAR 52.217-8, Option to Extend Services, was not previously evaluated as part of the initial contract award for FA4610-08-D-0004. This option exercise will be at the current rates specified in the current contract, as allowed by FAR 52.217-8. This option exercise will further allow for the current procurement under FA4610-12-R-0010 to be accomplished and allow for a transition of services to a potential new contractor. Prestige Maintenance is the only responsible offeror for exercise of this option, as the Government would experience unacceptable delays in fulfilling the agency's requirements if this option was not exercised before the current contract expiration date. Interested persons may identify their interest and capability to respond to the requirement specific to exercise of this option under FAR 52.217-8 within 15 days of this notice. The Government will not be responsible for any cost incurred by interested parties in preparation of information or documents related to this option exercise. A determination by the Government to exercise the aforementioned option clause and not compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to exercise the option. Written comments or questions regarding this notice must be e-mailed to Megan Ashley at e-mail address megan.ashley@vandenberg.af.mil
