The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to solicit and negotiate on a sole source basis with Artisan Scientific Corporation DBA. Artisan Tech Group (CAGE 33QA2) in Champaign, Illinois for the procurement of QTY four (4) 8-Channel Tachometer Conditioner Module, Part Numbers Part Numbers: 3654AS734-1 and/or 3654AS9724-1. The CENC-TAC8 Tachometer Module is a C-size register-based VXI bus module that counts pulses from magnetic pickups and tachometer generators which are typically used to monitor rotor speeds on turbines and piston engines. It can correctly count both low and high pulse-encoded tachometer signals. The Government needs to procure four (4) VXI Instrument Card Assembly Spares for CENC-TAC8 to address obsolescence of the CENC-TAC8 card to continue supporting the sustainment of the Fleet for JETI, SETI, and TPTI Test Cells until ETIRS is fielded.


The Government intends to procure the above items under the statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The only available provider of these instruments is a known vendor Artisan.


This notification is not a request for competitive proposals. However, all responses received within fifteen (15) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement.
