The essence of this arrangement is that a contractor will be awarded a SPQ and will provide the subject ONE NSN to satisfy the requirements for the Stock Program. The majority of orders are expected to be delivered to the distribution centers at French Camp, CA, and Burlington, NJ; however, direct delivery orders may be issued under the SPQ award. The period of the SPQ will not exceed a one year time frame. There is also a possibility that the item may be transferred from the Stock Program to the SOP direct delivery program. If this occurs, the contract load will be modified at the agreement of both parties and all orders will be issued at the FOB Origin at the direct delivery price. There is no guarantee of orders and the SPQ can be cancelled at any time. DELIVERY TERMS ARE FOB DESTINATION FOR STOCK ORDERS AND FOB ORIGIN PREPAY AND ADD FOR DIRECT DELIVERY ORDERS TO A SPECIFIC END USER. THIS IS NOT AN ORDER. VENDORS MUST SUBMIT THE SAME FOB DESTINATION PRICE FOR ORDERS TO BE DELIVERED TO THE DISTRIBUTION CENTERS IN FRENCH CAMP, CA AND BURLINGTON, NJ AND ONE FOB ORIGIN PRICE FOR DIRECT DELIVERY ORDERS TO ANY LOCATION IN THE UNITED STATES. The Government will make award to the responsible contractor whose quote, conforming to the request for quote (RFQ), will be most advantageous to the Government. The average of the FOB Destination Price and the FOB Origin price will be used for evaluation purposes. Award will be made to the low price quote that meets the 45 minimum DARO to deliver requirement. CLOSE DATE IS THURSDAY, JUNE 13, 2013 AT 9:00 AM CST.
