The Defense Supply Center Philadelphia (DSCP) is preparing to issue a Request for Proposal (RFP) for long-term contracts to supply intermodal shipping containers, including new and refurbished 20 and 40-foot containers of various types such as standard, insulated, refrigerated, flatracks, and chassis. The anticipated contract structure involves one or more Indefinite Quantity Contracts (IQCs) with firm fixed prices, a two-year base period, and three option years that include Economic Price Adjustment provisions as well as Vendor Managed Inventory capabilities. The total estimated annual procurement value is approximately $5 million, intended to support Continental United States and overseas direct vendor requirements along with Defense Depot stock replenishment. Delivery orders will be issued electronically against the basic contract, necessitating that all offerors demonstrate Electronic Data Interchange (EDI) capabilities at the time of proposal submission. Currently, DSCP is conducting an information-gathering phase, inviting the container industry to provide insights and recommendations to ensure the final solicitation aligns with standard industry practices. This Request for Information (RFI) is not a solicitation for proposals and does not require pricing submissions. Respondents are asked to provide feedback on questions regarding previous contractual relationships with DSCP, EDI capabilities, stock management readiness, minimum and maximum order quantities, foreign material supply, registration status in the Central Contractor Registration database, and surge capacity options in case of military or emergency demands. The Government emphasizes confidentiality and non-binding nature of responses and clarifies that no compensation will be provided for information submitted. Interested parties are encouraged to submit their comments to the designated DSCP contact to enhance the formulation of the forthcoming solicitation.
