This contract pertains to the procurement of shipping and storage containers governed by NAVAIR drawing number 30003, specifically part number 1930AS100, with all revisions to be current. The containers must be fabricated from aluminum with strict adherence to welding standards including AWS D1.1 for steel, AWS D1.2 or MIL-W-22248 Class 4 for aluminum, and other relevant specifications. All welds require visual inspection at 5X magnification where necessary and may be subject to nondestructive testing such as dye penetrant inspection as directed. Welders must be qualified, and controls must be in place to prevent contamination, with specific guidelines for filler metals, deoxidization procedures, and surface cleaning methods. The interior and exterior finishes are strictly defined, with exterior surfaces required to be glass bead blasted using #8 media under specific pressure conditions and free from metal contamination. Interior steel surfaces must be treated and coated with specified primers and topcoats to meet thickness and environmental compliance standards, prohibiting the use of ozone-depleting chemicals. Each container must include a Unique Identification (UID) marking in data matrix format in accordance with MIL-STD-130, using a serial number group provided by NAVICP codes N241.13 or 0771.10. A nameplate with the UID must be permanently affixed. A First Article Test (FAT) is mandatory unless waived under strict conditions for prior approved suppliers who can demonstrate identical production history within three years at the same facility under the same processes without deviations. For those requiring FAT, one unit must be delivered within 120 days of contract award to designated Naval test facilities, accompanied by all relevant documentation including drawings, ECPs, waivers, and modifications. Test procedures include dimensional checks, leak testing via pressurization to 1.0 +0.1 -0 PSIG with a maximum allowable loss of 0.05 PSIG over 30 minutes, an 18-inch free-fall drop test to evaluate structural integrity, and fit verification against the intended load. The contractor bears all costs related to FAT logistics, sample repairs, and subsequent testing if initial submissions fail. The contract also mandates compliance with Buy American provisions, transportation by sea requirements, equal opportunity mandates, security exclusions, and the use of Workflow Pro for payment instructions. All non-conforming items must be addressed through the contracting officer, and any deviations require formal approval.
