The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service-Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), Women Owned Small Businesses (WOSB), Small Business Manufacturers, other Small Businesses interested and capable of providing items requested, as well as any large businesses. The results from this source sought notice will be used to determine set-aside.
The intended contract is a firm-fixed price supply purchase.
The SBA Non-Manufacturer Rule is applicable, and a waiver will not be sought for this potential acquisition.

Required Salient Characteristics: Exterior Heavy Duty Paint in a Neutral Color - minimum 5 year service life Required Size 20' long x 8' wide x 8'-6" tall (height can be maximum 10 but the length and width must be exact.) Tare weight: approx. 5,000 lbs but can varies Corten steel construction - must be under 4 years old with no damage 1-1/8" thick wood cargo flooring with forklift tracks - Marine grade plywood or bamboo Minimum of one duplex GFCI Outlet -15 amp on each interior wall Interior lighting - LED - Minimum of 2 four foot LED light Fixtures with light switch by door. Minimum 1 - Inch styrofoam panel insulation on interior walls and 2 Layers of 1" styrofoam each on the ceiling for total of 2". Secure/lockable steel cargo doors on end of conex furthest from the steel side door. Climate control system: must have 15K PTAC (Packaged Terminal Air Conditioner) - HVAC unit designed to provide both heat and cooling in commercial space. 15,000 BTU PTAC must effectively head/cool spaces up to 700 SF. Energy Efficiency Ration must be 9.5 or higher. Must have digital thermostat installed on wall near light switch for conex to control PTAC unit. Minimum 60A Disconnect breaker feeding a 125 A capacity electric panel mounted on inside of conex.

6) This is a brand name or equal requirement. As such, the salient characteristics reflect the physical, functional, or performance characteristics that equal products must meet to satisfy the Government s needs. To be considered for any potential solicitation, offers of equal products, including equal products of the brand name manufacturer, must:
(a) Meet all the salient physical, functional, or performance characteristics specified in this sources sought; clearly identify the item by Brand name, if any and make/model number.
(b) Include descriptive literature such as illustrations, drawings, or a clear reference to descriptive data or information available that identifies that the equal item meets or exceeds EACH of the salient characteristics required by the Government. Government will not perform further research if the information provided is unclear whether it meets any required salient characteristic.
(c) Name, address, and SAM UEI# of the manufacturer.
