CalNRG Operating, LLC is authorized by the California Department of Conservation, Geologic Energy Management Division (CalGEM) to perform a rework on the existing State PRC 1121 oil well (API #0411122117) in the Montalvo West Oil Field, Ventura County, California. The project involves remedial operations such as perforating, repairing, or replacing downhole equipment like casing and cement plugs, using only existing infrastructure and access roads without any new surface disturbance or expansion of facilities. The work is expected to take 10 to 15 days and will utilize produced water for operations while fresh water is transported in solely for cement blending. No new flowlines, equipment, or facilities will be installed, and there will be no change to the well’s production capacity or the number of associated flowlines. The site is located within an established oil field boundary and is environmentally sensitive due to its proximity to the coastal zone, but no vegetation will be disturbed, and no increase in emissions or activity is anticipated. CalGEM has determined the project qualifies for categorical exemptions under the California Environmental Quality Act (CEQA), specifically Class 1 for maintenance, Class 2 for replacement on the same site with the same purpose, and Class 4 for minor land alterations with negligible environmental impact, as outlined in 14 CCR §§ 15301, 15302, and 15304. The determination is supported by the absence of unusual circumstances and compliance with Senate Bill 1137, which applies to oil wells within designated health protection zones. No federal acquisition regulations or contract clauses are applicable, as this is a state regulatory permitting action, not a federal procurement. The well is located at Section 36, Twn. 02N, Rng. 23W, Base SB, with coordinates 34.20745087 latitude and -119.24215698 longitude. CalGEM serves as the sole authority responsible for inspection and acceptance, with no contract value, pricing, invoicing, or payment details specified. Primary point of contact for regulatory inquiries is Jeffrey J. Whitson, Associate Oil and Gas Engineer, and the project was officially posted and certified on July 15, 2026.

Proposed Project: CalNRG proposes to rework State PRC 1121 (04-111-22117) located in the Montalvo West Oil Field in Ventura County, California. This well was drilled and completed as a producer in 1956 and is currently active. The well is located within an established oilfield boundary, on a well-maintained existing well pad, and a well-maintained access road. Proposed project execution will require no new disturbance. No changes to the existing infrastructure will take place. The job will require approximately 10 to 15 days to complete. Produced water will be utilized for all well work by way of existing lines from the facilities to the well and fresh water will be transported in for cement blending. No new facilities are needed. Environmental Setting: Established oil field. Environmentally sensitive as they meet the definition of being within the Coastal Zone, or less than 1000 yards from the ocean. The surrounding land use around the proposed project consists of a developed oil field. Potential Environmental Impacts: Operation of the wells has been subject to all provisions of Senate Bill 1137 for existing wells located within designated health protection zones since June 2024 and would continue to operate in accordance with these regulations. Therefore, no unusual circumstances exist that would present a reasonable possibility of significant environmental effects. No vegetation will be disturbed by this project. There will be no increase in either the number or the capacity of flowlines. The proposed project consists of the California Department of Conservation, Geologic Energy Management Division (CalGEM) approving 1 permit for CalNRG Operating, LLC to rework the well(s) listed below, in the West Montalvo Oil Field. API # 0411122117 Well Name State PRC 1121 Exempt Status: As the Lead Agency, CalGEM has determined that the proposed project is exempt from full environmental review requirements of the California Environmental Quality Act (CEQA), pursuant to the specified exemptions marked in the section below. CalGEM further finds that the proposed project would not result in a significant adverse impact to the environment, or that any of the exceptions to the application of the exemptions apply (14 CCR § 15300.2).
