The New York City Department of Health and Mental Hygiene is seeking providers for the Justice-Involved Supportive Housing (JISH) program, an open-ended solicitation designed to provide permanent supportive housing and case management for adults with mental illness or substance use disorders who frequently cycle through the criminal justice, homeless, and mental health treatment systems. The program utilizes both scattered-site and congregate housing models to provide rapid access to housing and strengths-based, culturally competent case management. Key objectives include linking tenants to behavioral health services and community resources to reduce recidivism and homelessness. For congregate awards, final selection is contingent upon proven site control and a valid Certificate of Occupancy. Eligible organizations must maintain an approved PASSPort Health and Human Services PQL qualification status to apply. Proposals are evaluated based on referral and intake, organizational capacity and staffing, program evaluation and reporting, and budget management, with a minimum technical score of 70 percent required for viability. The contract requires strict adherence to NYC building and fire codes, including semi-annual apartment inspections and 24/7 on-site staffing for congregate sites. Financial guidelines include anticipated monthly rental assistance rates ranging from 2,179 dollars for studios to 2,527 dollars for two-bedroom units, with supportive services funded at 10,000 dollars per unit annually. The estimated total contract value ranges between 43.2 million and 93.76 million dollars. Contractors must also comply with Labor Peace Agreements, living wage laws, and the Americans with Disabilities Act.

Justice-Involved Supportive Housing (Open-Ended) This Request for Proposal is intended to procure and make available permanent supportive housing units for adults (18+); initially, DOHMH anticipates that the population would be comprised mainly of individuals who are frequently cycling through jail and shelter who have a mental illness and/or substance use disorder. DOHMH anticipates that the population matches may expand to include individuals who, in addition to having frequent contact with the criminal justice system and the homeless system, have also had frequent contact with the mental health treatment system. The goals and objectives of the JISH program are to: provide rapid access to supportive housing units in some combination of scattered or congregate housing for individuals with recent and frequent contact with the criminal justice system, the homeless services systems, and the mental health treatment systems who have a mental illness or substance use disorder; provide case management services in order to link tenants to health and behavioral health services, as well as other resources in order to prevent further use of jail, shelter, or other emergency services. Services will be easily accessible and will occur in JISH apartment units, program sites, and in the community; and provide case management to successfully maintain housing, link and engage with service providers, and support positive integration of individuals into the community in order to decrease homelessness and criminogenic behaviors. Please note all Addenda and attachments in Documents Tab for the most up-to-date information.
