The New York City Department of Environmental Protection is soliciting competitive sealed bids for contract NR-107 to perform critical structural and marine improvements at the North River Wastewater Resource Recovery Facility. Originally constructed in 1986 over the Hudson River, the facility has experienced significant degradation of its steel caissons and other structural elements. The project scope focuses on four primary areas: steel caisson protection through the installation of FRP jackets, replacement of the sludge barge loading dock fender system, underdeck repairs including concrete spall and crack repair and waterproofing membrane installation, and the reconstruction of icebreaker structures. Additional requirements include repairing a 12-foot diameter precast concrete outfall pipe leak, repainting bollards, and installing new security fencing, lighting, and heat trace. This project is subject to rigorous compliance standards, including New York City Prevailing Wage Rates, the Davis-Bacon Act, and the Build America, Buy America Act. Bidders must submit responses electronically via the PASSPort portal by December 9, 2026, providing a lump sum bid for mobilization, work results, and demobilization, alongside specific unit prices for various concrete repair types. Award evaluation is primarily based on price and the ability to meet material insurance requirements. The successful contractor will be required to provide performance and payment bonds, submit a comprehensive Quality Assurance/Quality Control management plan within 15 days of the Notice to Proceed, and ensure all personnel pass security clearances through the DEP Police Detective Bureau.
